General introduction

Brief introduction
The chemical war was waged by The United State of America in Vietnam is the largest, longest and most catastrophic one in human history.
From 1961-1971 the US military sprayed about 80 million liters of chemicals had 61% Agent Orange, containing 366kg of dioxin to about 17% of the entire area of South Vietnam. More than 4.8 million Vietnamese have been exposed to toxins, of which more than 3 million are victims, many of whom are second- or third-generation children. Hundreds of thousands of victims died in agony. Many victims are living a lonely, helpless plant life. The vast majority of victims do not have a job. Therefore, nurturing, rehabilitation and vocational training for victims is an urgent requirement.
On March 13, 2013, the Prime Minister agreed on the policy of investing in building a Center for Social Protection, nurturing, functional rehabilitation and vocational training.
On 24/01/2014, the Ministry of Labor, War Invalids and Social Affairs issued Decision No. 109 / QD-BLDTBXH establishing Tran Hung Dao Vocational Technology and Technology College.
On March 31, 2014, the Ministry of Labor, War Invalids and Social Affairs issued Official Letter No. 961 / LDTBXH-BTXH authorizing the establishment of a Social Protection Center built on an area of 16.7 hectares of land, approved by the Ministry of Defense. at Yen Binh commune, Thach That district, Hanoi city. Estimated total construction cost is about VND 151 billion to fund the construction of the Center.
